Preheat the oven to 350°F and line two large baking sheets with parchment paper.
In a large bowl add cake flour, bread flour, baking soda, baking powder, and salt. Set aside.
In a separate large bowl, use a hand mixer to cream butter and sugars until light and fluffy, 3 to 5 minutes.
With the mixer on low, add eggs one at a time, then add vanilla.
Slowly add dry ingredients, mixing until just combined.
Fold in chocolate chips.
Scoop out 2 tablespoon scoops of cookie dough and place them on a large baking sheet, spaced about 2 inches apart.
Bake for 10-12 minutes or until the edges are golden brown.
Cool on a wire rack before serving.
